Are the Eagle Optics Platinum Ranger, the Fumoto Freedom, and Dowling & Rowe PCWP the same thing?
And who makes them?

Eagle does not have a seven power ranger. The West Midland Bird Club site reads " Futomo binoculars are available exclusively, in the UK, from Monk Optics." My Eagle Ranger six power is made in China.
