I have always thought so. It is kind of like how people say "a pair of twins" when the are referring to 2 genetically identical siblings. Perhaps it is necessary, according to the Department of Redundancy Department? 
Oh boy...here goes another "by for x" discussion.
Just out of curiousity, what would you call them? A set of binoculars? A gaggle?
I even seem to remember my Microsoft Word trying to correct my spelling when I left "binocular" in a sentence that was clearly singular in nature.
