which one is "right procedure" to check the optics' internal cleanness :
- shine the flash light through the objective lens and look through the objective lens...or
-shine the flash light through the eyepiece and look through the objective lens ?

Why do you need to shine a flashlight in them ?
Surely binoculars are intended to be looked through (without a flashlight) !!!!
If they are OK when you are using them.........why look for problems.

Look through the objective end while you shine the flashlight through the eyepiece. Move the light and the angle of your view until you can see the light beam illuminating the various internal surfaces. This is a good idea for evaluating the condition of any old binocular you are thinking of buying. Below is an example of an old binocular which is pretty much beyond salvaging. Not only is there a film on every surface, but fungus has also etched the glass. Most old binoculars will be better than this, but may still have enough cloudiness to dull the image.
